——關(guān)于英國(guó)鋼鐵公司相關(guān)事宜的立場(chǎng)重申
Reaffirmation of Position on Matters Concerning British Steel
2026年6月11日，敬業(yè)鋼鐵有限公司（以下簡(jiǎn)稱“敬業(yè)”）就旗下英國(guó)鋼鐵有限公司（以下簡(jiǎn)稱“英鋼”）相關(guān)事宜發(fā)表鄭重聲明，向國(guó)際社會(huì)陳述事實(shí)真相。遺憾的是，英國(guó)政府迄今未就此事對(duì)敬業(yè)做出任何正面回應(yīng)。我司謹(jǐn)就此重申如下嚴(yán)正立場(chǎng)：
On 11 June 2026, Jingye Steel Co., Ltd. (hereinafter referred to as "Jingye") issued a formal statement regarding matters concerning its subsidiary, British Steel Ltd. (hereinafter referred to as "British Steel"), in order to present the facts to the international community. Regrettably, the UK Government has yet to provide any substantive response to Jingye on this matter. Jingye hereby reiterates the following firm position:
一、補(bǔ)償是法定基本權(quán)利
Ｉ. Compensation is a Fundamental Statutory Right
6月12日，據(jù)英國(guó)廣播公司（BBC）報(bào)道，英國(guó)商業(yè)和貿(mào)易部就英鋼問(wèn)題表態(tài)稱：“賠償金額將獨(dú)立確定，若有，才需支付。”（any payout would be determined independently and only paid “if any, is payable”）
On 12 June, according to a report by the British Broadcasting Corporation (BBC), the UK Department for Business and Trade stated regarding the British Steel issue that "any payout would be determined independently and only paid 'if any, is payable'."
英國(guó)政府通過(guò)《鋼鐵行業(yè)（特別措施）法案》已實(shí)質(zhì)性接管我司對(duì)英鋼的運(yùn)營(yíng)權(quán)與重大決策權(quán)，構(gòu)成事實(shí)上的征收行為。敬業(yè)獲得全面補(bǔ)償，是法律明確賦予投資者的基本權(quán)利，絕非所謂“若有，才需支付”的或有事項(xiàng)。
The UK Government, through the Steel Industry (Special Measures) Act, has effectively deprived Jingye of control over British Steel’s operations and major decisions, constituting a de facto expropriation. Jingye’s entitlement to full compensation is a fundamental right explicitly granted to investors by law, and is by no means subject to any 'if any' precondition.
依據(jù)相關(guān)雙邊投資協(xié)定及英國(guó)國(guó)內(nèi)法關(guān)于征收補(bǔ)償?shù)幕驹瓌t，因政府行為導(dǎo)致投資者權(quán)益受損，必須給予“及時(shí)、充分、有效”的補(bǔ)償。在此問(wèn)題上，不存在“若有”的討論空間。
In accordance with relevant bilateral investment treaties and the fundamental principles of expropriation compensation under UK domestic law, any impairment of investors' rights and interests caused by government actions must be met with "prompt, adequate, and effective" compensation. On this matter, there is absolutely no room for any “if any” qualification.
二、敬業(yè)重申堅(jiān)定立場(chǎng)
?、? Jingye Reiterates Its Firm Position
1、要求英國(guó)政府基于如下兩個(gè)不容否認(rèn)的客觀事實(shí)，及時(shí)、充分、有效賠償敬業(yè)對(duì)英鋼的全部投資。
Jingye demands that the UK Government, based on the following two indisputable facts, promptly, adequately, and effectively compensate Jingye for its entire investment in British Steel.
一是英鋼自身所蘊(yùn)含的巨大企業(yè)價(jià)值。英國(guó)政府先以緊急立法強(qiáng)行接管運(yùn)營(yíng)決策權(quán)，后又試圖以國(guó)有化法案徹底剝奪所有權(quán)，從強(qiáng)行接管到全面征收，層層加碼的極端做法，充分印證了英鋼的價(jià)值所在。英國(guó)政府必須予以正視。
First, British Steel has substantial inherent corporate value. The UK Government initially seized operational decision-making rights through emergency legislation, and has subsequently sought to completely strip Jingye of its ownership through a nationalisation bill. These extreme, escalating measures—from forced takeover to full expropriation—fully underscore the profound value of British Steel. The UK Government must acknowledge this undeniable reality.
二是敬業(yè)過(guò)去五年在持續(xù)運(yùn)營(yíng)、設(shè)備改造、保障就業(yè)、綠色轉(zhuǎn)型等方面對(duì)英鋼進(jìn)行了大量真金白銀的投入，所有資金支付有據(jù)可查、不容抹殺。敬業(yè)必將悉數(shù)追償，分毫不讓。
Second, over the past five years, Jingye has made substantial financial investments in continuous operations, equipment upgrades, safeguarding jobs, and green transition. All such payments are fully documented and irrefutable. We are resolved to pursue full recovery of these investments, without compromise.
2、敬業(yè)同時(shí)保留根據(jù)國(guó)際法和國(guó)內(nèi)法，對(duì)相關(guān)責(zé)任方依法提起進(jìn)一步法律程序的權(quán)利，用盡全部合法途徑，持續(xù)堅(jiān)定地維護(hù)自身所有正當(dāng)權(quán)益。
Jingye simultaneously reserves the right to initiate further legal proceedings against the relevant responsible parties in accordance with international and domestic law, exhausting all lawful avenues to continuously and firmly safeguard all its legitimate rights and interests.
敬業(yè)愿在公平、守法的基礎(chǔ)上，同英方繼續(xù)尋求共贏方案。我們堅(jiān)信，尊重契約、維護(hù)公平，是吸引國(guó)際投資、重振本土工業(yè)的基石。此事不僅關(guān)乎敬業(yè)的合法權(quán)益，更關(guān)乎國(guó)際社會(huì)對(duì)英國(guó)商業(yè)環(huán)境的信心，以及全球產(chǎn)業(yè)鏈對(duì)跨境投資穩(wěn)定性的基本預(yù)期。
We remain willing to continue seeking a mutually beneficial solution with the UK side on the basis of fairness and the rule of law. We firmly believe that honouring the sanctity of contracts and upholding fairness are the cornerstones for attracting international investment and revitalising domestic industry. This matter concerns not only Jingye's legitimate rights and interests, but also the international community's confidence in the UK's business environment, as well as the fundamental expectations of global industrial supply chains regarding the stability of cross-border investment.
